Could be any or all but that is what the inquiry is for. Quite right. Had the misfortune to be managing an 5 year old Government Building in the early 1980s. One day a plumber was removing the synthetic asbestos cladding on one of the risers (4 storey building) when he suddenly downed tools and said the cladding was in fact asbestos which had been banned as a building material for years before the building went up. Big panic, along came the Local Government and PSA building inspectors. Both swore on their expenses claims that the material was synthetic asbestos. A detailed document signed off by the contractor called, I think, the Materials Manifest was produced, it clearly stated all fire risk rise points had been clad with synthetic asbestos. Unions quite rightly not happy, demanded an independent evaluation. Heriot Watt University were brought in and guess what material was Brown Asbestos, the second most dangerous kind when disturbed! All hell brook loose, building had to be emptied within an hour and the asbestos stripped out and replaced with the synthetic stuff. No fun for yours truly who had only been there for 6 months.. To be fair air samples tested by Heriot Watt showed zero asbestos as the material had not been disturbed. Guy said more risk standing at traffic lights from asbestos still used then on brake linings. The Unions were, nonetheless, 100% correct to put the boot in. Contractor was sued and went bust. Fair bet Inquiry here will unearth similar stories.
