I think Larky is being tongue-in-cheek. For what it’s worth, “Tinker” was a perfectly respectable and valued profession in the days when metal household items were repaired rather than replaced. Because they were itinerant, every big town had a place where tinkers stayed for a while as they moved about. I’m guessing “tinkers encampment” dates from then. It was only later that the term became a term of abuse.

It’s like the term “Tory”. It stems from a Scottish Gaelic word for bandit, and was applied to those of a particular political persuasion as a term of abuse. What became the Conservative party embraced and took ownership of the term (like “queer” in more modern times). Nowadays, of course, it has once again become a thoroughly deserved term of abuse.

That was probably very boring.
