I guess that's just because keepers generally know they have to get rid of the ball and refs will only pull them up on it if they're deliberately/excessively taking ages? If there wasn't some sort of rule then wouldn't keepers just be able to hold onto the ball for as long as they wanted?

Just checked and this link on the FA site says:

An indirect free kick is awarded if a goalkeeper, inside their penalty area, commits any of the following offences:
- controls the ball with the hand/arm for more than six seconds before releasing it
