Hi Saints. Apologies if already discussed.. would have thought it must have been... Do you guys not consider, all things considered, that this could very well be a once in a lifetime opportunity for any club to finish second and a chance of Champions League qualification. In short it could and surely will bring forth welcome outside financing into clubs with that ambition thus making the SPL a far more even and exciting division to watch?

Only 1 champs league spot next season due to coefficient.

Motherwell have the 2nd Champs League place this year, they have to go through a qualifier though.

What it does provide is the opportunity to distribute wealth evenly. At the moment the top 2 places receive 36% of the prize money. Changing that to something a little bit less top loaded will make a huge difference.

No. For large parts of the 1950s, 1960s and 1980s the old firm rarely occupied the top two slots, it was only in recent decades when Rangers embarked on cheating on a near industrial scale that their era of outright dominance came into play - which is why there is such widespread condemnation. But your right to say it will be more exciting in the SPL

Hi Brizzle.

Asolutely yes.

Then a weird thing hapened. We remembered that footy is about fair competition, fun, and fairness.

I think the English meldown is about three or four years away. Massive tax evasion, match-fixing, corruption at all levels. HRMC all over you like a ash in a brothel. You heard it here first.

As always, HMG has experimented in Scotland. Rangers fecked. Stand by for the apocalpse, for the number of the beast is EPL.........

completely agree about the epl going down the same route with certain clubs taxes. the main differnece being oldco owed maybe 50ish million, less than a pound per person in the uk, easily extracted from other revenue streams. a club like manu or chelski would probably be 10 times that. if hmrc wanted to recover anything, theyd be better off keeping the club going

Thanks for the replies to my remarks there guys.

I do not doubt the meltdown in some EPL teams unless, of course, there is yet another round of buy outs from even higher net worth individuals or groups who will then face up and pay the fines or taxes and deal with the penalties. Of course, this may also suggest a reason why a few Championship clubs have or are about to see major injections because there is more than a whiff of disgrace around one or more EPL teams notwithstanding right now there are fewer clubs available to buy.

There are then a number of permutations. But with yet another huge hike in sponsorship money with the new Barclays deal there will be plenty of takers in more ways than one. Its gonna be a bumpy ride and I am only relieved, from where I can see, with the decent, clean ownership we have at BCFC.

Good luck for the new season. Hope you have an even better one.

I'd be amazed if Regan can survive this!

Regan's email:

Dear all,

Many thanks for your contribution and support over the last two weeks in trying to deliver a programme of change that will move Scottish football forward whilst addressing the need to deal with the Rangers matter with integrity and in line with our own values as an organisation.

I was hugely encouraged with where we got to last night on a long and tiring phone call and I thank all of you for your efforts to move this issue forward.

I thought it would be helpful if I summarised where I think we are:

1. The Rangers Football Club will be relegated to the 1st Division of the SFL with immediate effect and will be replaced in the SPL by Dundee FC.

2. The television rights for Rangers FC matches in the SFL will be purchased by the SPL for the sum of £1m as a one-off fee for the season 2012/2013.

3. The two leagues will merge into a single league body - The Scottish Professional Football League - effective season 2013/14 - with a working party set up immediately involving representatives from the SPL, SFL and (if required) the Scottish FA to plan the integration of the two bodies - people, rules, rebranding, commercial considerations and so on.

4. A new Board of Directors will be appointed to govern the single league. The make up of this Board will consist of an Independent Chairman, CEO, 3 representatives from the Premier League, 2 representatives from the Championship/Leagues 1 & 2 and 2 Independent Non-Executive Directors.

5. Play-offs will be introduced immediately with the first matches taking place at the end of the coming season 2012/2013.

6. Enhanced parachute payments will be implemented from the end of the season 2012/2013 to soften the landing for club(s) relegated from the Premier League.

7. A revised all-through distribution model will be put in place to provide: a) An all-through distribution model for clubs 1-22 and a minimum guarantee for 20 clubs in Leagues 1 & 2, equivalent to what they would earn under the current settlement agreement.

8. A Pyramid System will be put in place which open up the bottom of League 2 effective from the end of season 2013/2014 with the first opportunity for promoted clubs to enter the league being 2014/15 thus allowing for licensing to take place.

9. Consolidation below the Third Division to take place to create a Lowland & Highland League structure effective 2014/15 with appropriate play-offs and promotion/relegation to be put in place. Clubs to be briefed that the previous season 2013/2014 will involve the opportunity to enter play-offs for the first time.

In terms of actions/timings I think the following needs to happen in this coming week:

A) A joint statement today from all 3 bodies confirming that productive discussions have taken place on a new blueprint for Scottish football. Consultation will continue over the next two weeks with a view to clubs getting together week commencing 2nd July to try and agree the way forward. (D Broadfoot to provide this and circulate to DL/ND for approval)

B) Rod P / Jim B to finalise the all-through financial model by Wednesday this week latest.

C) Neil / David to finalise the detail on Governance, Commercials and Play-Offs (ideally Monday/Tuesday) and incorporate these, plus the financials in B) above into a legally binding Heads of Terms 'draft' for presentation to each league body w/c 2nd July.

D) DL to organise SFL Board Meeting w/c 25th June to gain buy-in to the plan and also arrange an all club meeting w/c 2nd July

E) ND to gain support from SPL Clubs 28th June

F) SFL Clubs Meeting to be planned for 3rd July

G) SPL Club Meeting to be planned for 4th July

H) Scottish FA Board to sign off on the final plan post 4th July. Subject to approval all bodies (including Newco) to sign legal documentation.

I) Agree joint communication strategy

J) In parallel to A-D above, could Rod Petrie please brief Charles Green confidentially on the discussions from a Scottish FA perspective so that there are 'no surprises' and there is a general acceptance of the plan plus all of the other conditions discussed e.g. transfer embargo, fines, repayment of football debt, waiving rights to legal challenge, acceptance of relegation and so on.

K) Andrew to ensure our check list of disclosures relating to Newco and Fit & Proper Person criteria are delivered by 2nd july. The Board will need these plus the Heads of Terms above in order to complete this plan.

The Scottish FA Board have agreed to provide a one-off restructuring budget of £1m on condition the above plan is delivered.

I hope this covers everything.

Speak soon....now off to the airport!

Regards

Stewart

Can't see him surviving this leak.

One paragraph caught my attention and cleared up something that I had suspicions about.

"Regan also said in the email that Dundee will replace Rangers in the Scottish Premier League next season, even though the SPL clubs are not due to choose between them and rival candidates Dunfermline until their annual general meeting tomorrow."

Look back at the fixtures around New Year it leaves the prospect of local New Year Derbies with SJFC playing Dundee (as Club 12). It looks like they factored in the fixture data presuming two possible outcomes - Rangers or Dundee.

Aren't there about 12 clashes though? when both Dundee and Utd are scheduled to be home at the same time? I realise that that wouldnt be insurmountable but bad scheduling.

Don't rule out SPL clubs reconsidering transfer of share. ''We were told SFL 1 would happen. It hasn't'', says one SPL chairman

3. Changing the voting structure from 11-1 to 9-3

51mRaman Bhardwaj‏@STVRaman

2. Feedback from SKY/ESPN/SPORT 5 re broadcasting contracts

52mRaman Bhardwaj‏@STVRaman

SPL AGM tomorrow. We've been told they will discuss the following: 1. Is there an alternative to newco in div 3.

I seriously hope our chairmen doesn't vote any NewCo back into the SPL or I will not be back. If he turns back his choice now my belief in his leadership of our club, the leadership of the Scottish game as a whole and football in general (with players cheating, inflated wages and transfer fees etc) will be gone and I'll take up something else as a hobby. C'mon Steve, lets be hearing you like Aberdeen, Hearts & Dundee Utd; continue to say NO to any SPL2 or Rangers being re-admitted to the SPL, mk 2!!

One thing here to think about.

What is there here to prove this is Regans e-mail in the first place?

I am a very small time buisness owner and even i know you would not send e-mails on sensitve stuff like this if you do not want it to be found out. you certinaly would not detail names as on here.

Most e-mails that are described as leaked are either a lot of pish or are intended to be leaked. Load of pish me thinks.

If Regan comes out tomorrow and launches legal proceedings against the paper you might have a case but I am pretty sure they would not have gone to print unless they were 100% sure it was for real.

Given that the Telegraph article starts with the following paragraph I suspect it is legit.

An e-mail he sent on June 23 to colleagues – including Scottish Premier League chief executive Neil Doncaster, his Scottish Football League counterpart David Longmuir, SFL President Jim Ballantyne, SFA vice-president Alan McRae, Hibernian chief executive Rod Petrie and SPL chairman Ralph Topping – outlined his plans.

Fabricating the text of an Email is one thing. Naming recipients is another. I doubt that the Telegraph would print this if they weren't absolutely confident of it's authenticity - especially given that paper's role in exposing expenses fraud, wikileaks etc. - so absolutely with TGoJM on this.

Yep Ghostie if taht was fake Reagan would have been making a statement today saying legal proceedings would be happenning.

Center Half working in an an organisation which is open to Freedom of Information I don't actually see much wrong with the way he has written his email, and suspect there are thousands of similar emails written every day. All he has done has summarised the discussions which he has held with a summary of action holders and timescales.

I'm (easily) confused.

Haven't TicketUs alreasy bought and paid for the rights to sell the next 4 years season tickets for FC Naemair. If so why the talk about FC Naemair having their main source of income the season ticket income - and the concern that they have only sold relatively few so far? And if FC Naemair only sell, say, 500 season tickets for the coming season what will TicketUs think of that - will they have any comeback due to the demise of Ranger FC?

No they were a creditor of Rangers FC. Craig W gave a personal guarantee for the money I think so they will now pursue this through the courts.

there is very very strong links between Zeus capital and Ticketus, via the holding company Octopus.

Green has so far refused to show the title deeds to Ibrox. Read the last D&P summary carefully and you'll see that there is no longer any 'prefered creditors' listed... eg, the debt owed to Whyte has mysteriously disappeared.

Expect to see his name/lien in his name on the title, or, that it has been assigned to someone in charge of Ticketus/Octopus investments.

Incidentally, Green has worked for the Octopus owners before... he is probably just their front man to get their money back!
